Trim the outliers, keep the fair meta fair

Real competitive data (Tracker.gg, Competitive, trailing two weeks) shows the four roles are already close — a 0.61% spread, with Sentinel strongest at 50.44% and Initiator weakest at 49.83%. The imbalance lives at the agent level, not the role level: Clove is the clearest outlier at 52.7% win rate on an 8.2% pick rate, with Sage and Killjoy also running hot, while Harbor, Kayo, Omen, Yoru, and Astra all sit under 48%. This patch trims the over-performers and lifts the under-performers; agents already inside the fair band are held as-is.

Win-rate spread across roles narrows from 0.61% to 0.27%. Every role converges toward 50% — Initiators rise off the floor, Sentinels come down from the ceiling, and every other role's outliers are smoothed. Pick rates are held constant to isolate the win-rate effect.
